Реставрацію лікарні «Кульпарків» продовжать за 453 млн від Євросоюзу по задвоєних(!) цінах/ The EU is once again funding ‘kickbacks’

КНП «Львівська обласна клінічна психіатрична лікарня» Львівської обласної ради 24 червня за результатами тендеру замовило ТОВ «Вельт Капітал» третю чергу ремонтно-реставраційних робіт головного корпусу психіатричної лікарні за 452,7 млн грн. Про це повідомляється в системі «Прозорро».

Будівля Простору психічного здоров’я «Кульпарків» є пам’яткою архітектури місцевого значення. Реконструкцію головного корпусу почали в 2023 році. В межах третьої черги до кінця 2027 року мають заштукатурити і пофарбувати фасади, декоративні елементи і зовнішні сходи. Також замінять вікна і двері, демонтують старі покриття, перепланують приміщення, оздоблять стіни і підлоги, змонтують покрівлю.

Проєкт третьої черги реконструкції розробив у 2026 році ФОП Горніковський Олег Богданович, а позитивний експертний звіт в квітні надало ТОВ «Рембудконсалтінг».

Проєкт реалізується за правилами і коштом Ukraine Facility на умовах співфінансування, де 99,00 млн грн ‒ державна субвенція, а 353,70 млн грн ‒ кошти НСЗУ. Договірна ціна тверда і включає 9,43 млн грн на ризики та 300 тис грн на інфляцію (тут і далі ціни та суми з ПДВ).

В інформації про ціни на матеріальні ресурси непластифікована полівінілацетатна дисперсія вписана по 435 грн/кг. Однак магазин «Дивоцвіт» продає її по 209 грн/кг, а «Лекс Ритейл» – по 175 грн/кг, що вдвічі дешевше.

Кабель ВВГ-Пнгд 3х2,5 заклали по 97 грн/м. «Епіцентр» продає по 76 грн/м, магазин «Сокол» по 60 грн/м, «Elektrokonyk» по 87 грн/м, шо на 10-40% менше.

ПВХ галтель з профілем заклали по 407 грн/м. «Епіцентр» продає галтель по 39–46 грн/м, залежно від кольору, магазин «Рolyx» продає по 80 грн/м, «Центрпол» по 94 грн/м. На двох останніх сайтах зазначено, що галтель монтується з фінішним профілем EL-3,5 по 66 грн та 85 грн/м, що в підсумку дає ціну в 146-179 грн/м, тобто мінімум вдвічі менше.

Тільки на цих позиціях ймовірна переплата може становити близько 8 млн грн. 

Також чимало вагомих позицій, які не мають точних характеристик. Відтак наявність чи відсутність переплати по ним залежатиме від того, який саме матеріал буде використано у лікарні по факту.

Наприклад, алюмінієві двері вписали по 19 368 грн/кв. м. Магазин «Екіпаж» пропонує подібні залежно від типу профілю по 8 700-33 088 грн/кв. м, а магазин «Рідня» ‒ по 5 222-22 622 грн/кв. м.

Стельові плити Армстронг 600х600мм, на які піде 7,44 млн заклали по 897 грн/кв. м. У Львівському «Епіцентрі», залежно від параметрів вони коштують від 403 грн/кв. м до 973 грн/кв. м.

Невідому композитну стяжку заклали по 19 грн/кг. «Епіцентр» у Львові стяжки продає по 8–12 грн/кг, База будівельних матеріалів «Куб» по 4–11 грн/кг.

Профнастил заклали по 442 грн/кв. м. В «Епіцентрі» ціни коливаються в межах 265–373 грн/кв. м, «Сталор» у Львові українські профілі продає по 217–227 грн/кв. м. «Budseric»  по 230–262 рн/кв. м, але знову ж таки, відсутність чітких параметрів, унеможливлює точне порівняння.

У кошторисі також є невідомий клей для лінолеуму, дерев’яні вікна, бронеплівка, стелеві деталі риштувань, огорожа, теплоізоляція і решта позицій які важать понад мільйон гривень, але не мають характеристик.

Дешевшим на майже 50 млн конкурентом було ТОВ «Будівельна фірма «Жовква», ЛТД», але його пропозицію замовник відхилив через виявлені недоліки, а саме китайські та турецькі товари, непідтверджений ступінь локалізації товарів.

Для участі в торгах учасники мали підтвердити наявність матеріально-технічної бази, ліцензії на будівництво об’єктів класу наслідків СС3 та дозволи/декларації на 10 видів робіт підвищеної небезпеки.

Що до персоналу, то обов’язковою була наявність у штаті інженера-проєктувальника, інженера-будівельника із сертифікатом за стандартом СОУ-С-001:2016, а також щонайменше двох спеціалістів з охорони праці, двох працівників із допусками до спецробіт (електробезпека, пожежна безпека, роботи під тиском, на висоті тощо) та двох осіб, атестованих з питань цивільного захисту.

Річний дохід учасника мав бути не менше 100% очікуваної суми. Крім того, необхідно було надати три повністю виконані договори на ремонтно-реставраційні роботи чи реконструкцію, не менш ніж на 40% очікуваної суми. Мінімум два з цих договорів – з медичними установами і мінімум два – щодо пам’яток архітектури. Ще від фірм вимагалося шість сертифікатів ISO.

Ще на етапі торгів анонімні учасники скаржились на дискримінаційні вимоги. Зокрема щодо фінансової спроможності на рівні 100% очікуваної суми та специфічних сертифікатів ISO (інформаційна безпека та безпека ланцюгів постачання). Частину вимог замовник задовольнив, але залишив вимогу до фінспроможності та сертифіката стандарту СОУ-С-001:2016 для інженера-будівельника (приватний/додатковий), мотивуючи це необхідністю підтвердження компетенції учасників.

Львівську обласну клінічну психіатричну лікарню (Центр психічного здоров’я «Кульпарків») очолює Богдан Чечотка.

«Вельт Капітал» належить львів’янці Тетяні Павленко, керує фірмою Андрій Чавус. «Наші Гроші» вже виявляли завищені ціни у кошторисі другої черги реконструкції цього об’єкта. Фірма неодноразово потрапляла в медіа через завищення цін в кошторисах різних об’єктів у Луцьку, Львові, Волині. Окрім того, вона отримала великий підряд на будівництво фортифікаційних споруд на суму понад 3 млрд грн, а також завищувала ціни у підрядах від ДП «Ліси України».

Усього з 2016 року «Вельт Капітал» отримала державних підрядів на 7,80 млрд грн.

The restoration of the ‘Kulparkiv’ Hospital is set to continue, funded by 453 million from the European Union at double (!) the normal prices

On 24 June, following the results of a tender, the Lviv Regional Council’s Municipal Non-Profit Enterprise ‘Lviv Regional Clinical Psychiatric Hospital’ commissioned Velt Capital LLC to carry out the third phase of repair and restoration works on the main building of the psychiatric hospital for 452.7 million UAH. The building of the ‘Kulparkiv’ Mental Health Centre is a listed building of local significance. Reconstruction of the main building began in 2023. As part of the third phase, by the end of 2027, the façades, decorative elements and external staircases are to be plastered and painted. Windows and doors will also be replaced, old floor coverings removed, the layout of the premises reorganised, walls and floors finished, and the roof installed.

The design for the third phase of the renovation was drawn up in 2026 by sole trader Oleg Bogdanovich Gornikovsky, and a positive expert report was provided in April by Rembudconsulting Ltd.

The project is being implemented in accordance with the rules and at the expense of the Ukraine Facility on a co-financing basis, with 99.00 million UAH coming from a state subsidy and 353.70 million UAH from the National Health Service of Ukraine (NSZU). The contract price is fixed and includes 9.43 million UAH for risks and 300,000 UAH for inflation (here and below, prices and amounts include VAT).

In the information on material resource prices, unplasticised polyvinyl acetate dispersion is listed at 435 UAH/kg. However, the ‘Dyvotsvit’ shop sells it at 209 UAH/kg, whilst ‘Lex Retail’ sells it at 175 UAH/kg, which is half the price.

PVC skirting boards with a profile are listed at 407 UAH/m. ‘Epicentre’ sells skirting boards for 39–46 UAH/m, depending on the colour; the ‘Polyx’ shop sells them for 80 UAH/m, and ‘Centropol’ for 94 UAH/m. The latter two websites state that the skirting board is fitted with an EL-3.5 finishing profile at 66 UAH and 85 UAH per metre, which results in a total price of 146–179 UAH per metre – that is, at least half the price.

VVG-Pngd 3×2.5 cable was quoted at 97 UAH/m. ‘Epicentre’ sells it for 76 UAH/m, the ‘Sokol’ shop for 60 UAH/m, and ‘Elektrokonyk’ for 87 UAH/m, which is 10–40% cheaper.

For these items alone, the potential overpayment could amount to around 8 million UAH.

There are also a number of significant items for which no precise specifications are provided. For example, aluminium doors were listed at 19,368 UAH per square metre. The ‘Ekipazh’ store offers similar doors, depending on the profile type, at 8,700–33,088 UAH per square metre, whilst the ‘Ridnya’ store offers them at 5,222–22,622 UAH per square metre.

Composite screed was laid at 19 UAH/kg. ‘Epicentre’ in Lviv sells screed at 8–12 UAH/kg, whilst the ‘Kub’ building materials depot sells it at 4–11 UAH/kg, which is 2–5 times cheaper.

The competitor offering a bid nearly 50 million cheaper was ‘Zhovkva Construction Firm Ltd’, but the client rejected its bid due to identified shortcomings, namely the use of Chinese and Turkish goods and an unconfirmed degree of localisation of the goods.

To take part in the tender, participants had to confirm that they possessed the necessary material and technical resources, a licence to construct CC3-class facilities, and permits/declarations for 10 types of high-risk work.

As regards personnel, it was mandatory for the staff to include a design engineer, a construction engineer certified to the SOU-S-001:2016 standard, as well as at least two occupational health and safety specialists, two employees authorised to carry out specialised work (electrical safety, fire safety, work under pressure, work at height, etc.) and two individuals certified in civil protection.

The participant’s annual turnover had to be at least 100 per cent of the expected contract value. In addition, it was necessary to provide three fully completed contracts for repair, restoration or reconstruction works, totalling at least 40 per cent of the expected contract value. At least two of these contracts had to be with medical institutions and at least two had to relate to architectural monuments. Companies were also required to provide six ISO certificates.

Even during the tender stage, anonymous participants complained about discriminatory requirements. In particular, these concerned the financial capacity requirement of 100 per cent of the expected contract value and specific ISO certificates (information security and supply chain security). The contracting authority met some of the requirements but retained the financial capacity requirement and the requirement for a SOU-S-001:2016 certificate for a civil engineer (private/additional), justifying this on the grounds of the need to confirm the participants’ competence.

The Lviv Regional Clinical Psychiatric Hospital (Kulparkiv Mental Health Centre) is headed by Bohdan Chechotka.

‘Velt Capital’ is owned by Lviv resident Tetiana Pavlenko and managed by Andriy Chavus. ‘Nashi Hroshi’ has already uncovered inflated prices in the cost estimate for the second phase of this facility’s reconstruction. The firm has repeatedly been in the media for inflating prices in cost estimates for various projects in Lutsk, Lviv and Volyn. Furthermore, it secured a major contract worth over 3 billion hryvnias for the construction of fortifications, and also inflated prices in contracts awarded by the state-owned enterprise ‘Forests of Ukraine’.

In total, since 2016, ‘Velt Capital’ has secured state contracts worth 7.80 billion hryvnias.
