Шкільне укриття за 38 млн від Ukraine Facility перетендерили, але залишили будматеріали по завищених цінах UA/ENG

Відділ освіти, молоді та спорту Арцизької міської ради (Одеська область) 3 липня за результатами тендеру замовив ТОВ «Кортакоз» будівництво шкільного укриття (коригування) за 38,23 млн грн. Про це повідомляється у системі «Прозорро».

Це вже друга спроба укласти договір. У травні вже провели тендер на таку ж суму 38,23 млн грн і «Наші гроші» повідомляли про завищені ціни на арматуру. Також до кошторису включили товари турецького походження, хоча цього не можна робити в проектах, які фінансуються Єврсоюзом по програмі Ukraine Facility. Під час моніторингу Держаудитслужба серед іншого також встановила, що «Кортакоз» планував використовувати будівельні матеріали, які не походять із прийнятних країн, чим не виконав вимоги тендерної документації. В результаті замовника зобов’язали розірвати договір. І тепер він провів новий тендер, за результатом якого уклав угоду на ту саму суму з тим самим підрядником «Кортакоз» на гроші Ukraine Facility.

До кінця року на вулиці Бориса Топора, 52 у селі Кам’янське Болградського району на території Кам’янського ліцею мають звести підземне укриття на 125 осіб. Вартість одного місця в укритті становить 306 тис грн/місце ($6 864 за курсом 44,58 грн/$).

Проект розробив Осіпенко Дмитро Миколайович, позитивний експертний звіт видало ТОВ «Експертиза Юа». Договірна ціна динамічна та включає 1,85 млн грн на інфляцію (тут і далі ціни та суми з ПДВ).

Ціни на арматуру не змінювали. У підсумковій відомості ресурсів арматуру класу А-ІІІ діаметром 12-18 мм замовили по 53 936 – 56 676 грн/т. «Метінвест СМЦ» пропонує арматуру таких діаметрів по однаковій ціні 39 000 грн/т, що на 28-32% дешевше. Нещодавно КП «Білгород-Дністровське міське управління капітального будівництва» для будівництва шкільного укриття замовляв арматуру А-ІІІ 12 мм по 36 000 грн/т, що на 37% дешевше.

Бетон В30 (М400) замовили по 5 101 грн/куб. м. Компанія «Хай-Рейз Констракшнз Холдинг» продає такий по 3 390 грн/куб. м, а «Мій бетон» по 3 680 грн/куб. м. Це на 28-34% дешевше. Травневий моніторинг ДП «НІРІ» на Одещині фіксував ціну на бетон В30 Р3-4 F200 W8 на рівні 4 100 грн/куб. м, що на 20% дешевше.

Пісок врахували по 1 000 грн/куб. м. Доставка окремо коштувала 1 337 грн/куб. м. За даними травневого моніторингу ДП «НІРІ» середня ціна піску на Одещині складала 314 грн/куб. м, що втричі дешевше. Нещодавно Департамент капітального будівництва та дорожнього господарства Одеської ОДА замовляв пісок для реконструкції дитсадочку по 178 грн/куб. м.

Ймовірна сума переплати лише по зазначених позиціях становить більше двох мільйонів гривень.

Середньомісячна заробітна плата на одного робітника в режимі повної зайнятості та розряді робіт 3,8 складає 34 000 грн. Середня зарплата за вакансіями у будівництві на порталі «Work.ua» в Одесі трохи нижча – 32 500 грн.

Фірма отримала підряд без конкуренції, бо на відкриті торги знову ніхто не прийшов.

У тендерній документації вимагали, щоб учасник надав Звіт з аналізу цін на ціноутворюючі матеріальні ресурси, тобто які сукупно становлять 60% загальної вартості всіх матеріалів, визначені відповідно до Настанови №591 та Постанови КМУ №1512.

Відповідно до законодавства для ціноутворюючих матеріальних ресурсів цінові пропозиції отримуються шляхом прямих запитів суб’єкта аналізу цін до виробників, імпортерів, їх офіційних представників, дистриб’юторів. Аналіз цін на кожен ціноутворюючий матеріальний ресурс здійснюється на підставі не менше трьох цінових пропозицій.

Фірма «Кортакоз» зробила аналіз цін на арматуру на основі інформації від компаній «Нова лінія 1», «Епіцентр К» та «Вікант». У результаті середні ціни на арматуру А-ІІІ діаметром 12 мм становлять 48 335 грн/т, 14 мм – 48 816 грн/т, а 16-18 мм – 52 046 грн/т. І значно дешевше від цін, які зрештою попали в кошторис – 53 936-56 676 грн/т.

Аналіз цін на бетон В30 для Одеської області провели на основі інформації від компаній ТОВ «ПБГ Ковальська» (склад м. Київ, м. Вишневе, м. Ірпінь), ТОВ «Ля Брук» (м. Луцьк Волинська область) та ТОВ «Промбудцентр» (Святопетрівське, Київська область). У результаті середня ціна на бетон В30 склала 4 251 грн/куб. м. І це теж значно дешевше від цін в кошторисі.

Втім із аналізу незрозуміло, чи включали ці середні ціни ПДВ та витрати на доставку. Відповідно до додатку до Настанови №591 звіт з аналізу цін складається на основі відпускної ціни за одиницю виміру без ПДВ.

Відділ освіти, молоді та спорту Арцизької міської ради очолює Людмила Жосан, уповноваженою особою з питань закупівель є Світлана Кєлєш. Головою міськради є Сергій Парпуланський.

Засновниками фірми «Кортакоз» зі Здолбунова на Рівненщині є Андрій Мощанецький, Олексій Огонь, Віктор Марчук і Роман Конончук, а керівником – Олександр Дашкель. Місцеві медіа пов’язують Мощанецького з колишнім мером Рівного Володимиром Хомком. Директор фірми Дашкель колись був бізнес-партнером відомого рівненського підприємця Юрія Фалки.

Усього з 2016 року фірма отримала державних підрядів на 3,84 млрд грн, найбільше у департаменті будівництва Рівненської ОДА.

A school shelter worth 38 million from Ukraine Facility was re-tendered, but the building materials were left at inflated prices

On 3 July, following the results of a tender, the Department of Education, Youth and Sport of the Artsyz City Council (Odesa region) commissioned Kortakoz LLC to build a school shelter (refurbishment) for 38.23 million hryvnias. This was reported in the Prozorro system.

This is already the second attempt to conclude a contract. In May, a tender was held for the same amount of 38.23 million UAH, and ‘Nashi Hroshi’ reported inflated prices for reinforcing bars. The cost estimate also included goods of Turkish origin, although this is not permitted in projects funded by the European Union under the Ukraine Facility programme. During its monitoring, the State Audit Service also established, amongst other things, that ‘Kortakoz’ had planned to use building materials not originating from eligible countries, thereby failing to comply with the requirements of the tender documentation. As a result, the client was obliged to terminate the contract. It has now conducted a new tender, following which it concluded an agreement for the same amount with the same contractor, ‘Kortakoz’, using funds from the Ukraine Facility.

By the end of the year, an underground shelter for 125 people is to be built at 52 Borys Topor Street in the village of Kam’yanske, Bolhrad District, on the grounds of the Kam’yanske Lyceum. The cost per place in the shelter is 306,000 UAH per place ($6,864 at an exchange rate of 44.58 UAH/$).

The project was developed by Dmytro Mykolayovych Osipenko, and a positive expert report was issued by ‘Expertiza UA’ LLC. The contract price is dynamic and includes 1.85 million UAH to account for inflation (here and below, prices and amounts include VAT).

Prices for reinforcing bars have not changed. In the final bill of quantities, Class A-III reinforcing bars with a diameter of 12–18 mm were ordered at 53,936–56,676 UAH per tonne. ‘Metinvest SMZ’ offers rebar of these diameters at a uniform price of 39,000 UAH/t, which is 28–32% cheaper. Recently, the Bilhorod-Dnistrovskyi Municipal Capital Construction Department ordered 12 mm A-III rebar at 36,000 UAH/t for the construction of a school shelter, which is 37% cheaper.

B30 (M400) concrete was ordered at 5,101 UAH/cubic metre. ‘High-Rise Constructions Holding’ sells it at 3,390 UAH/cubic metre, whilst ‘Miy Beton’ sells it at 3,680 UAH/cubic metre. This is 28–34 per cent cheaper. The May price survey by the state-owned enterprise ‘NIRI’ in the Odesa region recorded the price of B30 R3-4 F200 W8 concrete at 4,100 UAH/cubic metre, which is 20 per cent cheaper.

Sand was priced at 1,000 UAH per cubic metre. Delivery alone cost 1,337 UAH per cubic metre. According to the May survey by the state-owned enterprise ‘NIRI’, the average price of sand in the Odesa region was 314 UAH per cubic metre, which is three times cheaper. Recently, the Department of Capital Construction and Road Infrastructure of the Odesa Regional State Administration ordered sand for the renovation of a nursery school at 178 UAH per cubic metre.

The likely amount overpaid on these items alone is more than two million hryvnias.

The average monthly wage for a full-time worker in pay grade 3.8 is 34,000 UAH. The average wage for construction vacancies on the ‘Work.ua’ portal in Odesa is slightly lower – 32,500 UAH.

The firm was awarded the contract without competition, as once again no one turned up for the open tender.

The tender documentation required the participant to provide a Report on the analysis of prices for cost-determining material resources, i.e. those which collectively account for 60 per cent of the total cost of all materials, as defined in accordance with Instruction No. 591 and Resolution of the Cabinet of Ministers No. 1512.

In accordance with the legislation, for price-determining material resources, price quotations are obtained through direct enquiries by the price analysis body to manufacturers, importers, their official representatives and distributors. The price analysis for each price-determining material resource is carried out on the basis of at least three price quotations.

The firm ‘Kortakoz’ carried out a price analysis for reinforcing bars based on information from the companies ‘Nova Linia 1’, ‘Epicentre K’ and ‘Vikant’. As a result, the average prices for A-III rebar with a diameter of 12 mm are 48,335 UAH/t, 14 mm – 48,816 UAH/t, and 16–18 mm – 52,046 UAH/t. This is significantly lower than the prices that were ultimately included in the cost estimate – 53,936–56,676 UAH/t.

An analysis of prices for B30 concrete in the Odesa region was carried out based on information from the companies PBG Kovalska LLC (warehouses in Kyiv, Vyshneve and Irpin), ‘La Brook’ LLC (Lutsk, Volyn Oblast) and ‘Prombudcentre’ LLC (Sviatopetrivske, Kyiv Oblast). As a result, the average price for B30 concrete was 4,251 UAH/cubic metre. This, too, is significantly lower than the prices in the cost estimate.

However, it is unclear from the analysis whether these average prices included VAT and delivery costs. In accordance with the annex to Instruction No. 591, the price analysis report is compiled on the basis of the ex-works price per unit of measurement, excluding VAT.

The Department of Education, Youth and Sport of the Artsyz City Council is headed by Lyudmyla Zhosan, whilst Svitlana Kelesh is the authorised officer for procurement matters. The chairman of the city council is Serhiy Parpulanskyi.

The founders of the firm ‘Kortakoz’ from Zdolbuniv in the Rivne region are Andrii Moshchanetskyi, Oleksii Ohon, Viktor Marchuk and Roman Kononchuk, whilst the director is Oleksandr Dashkel. Local media link Moshchanetskyi to the former mayor of Rivne, Volodymyr Khomko. The company’s director, Dashkel, was once a business partner of the well-known Rivne entrepreneur Yuriy Falka.

In total, since 2016, the company has secured government contracts worth 3.84 billion hryvnias, the majority of which were awarded by the Construction Department of the Rivne Regional State Administration.
